Tropical Fish, home aquarium?

How to I get started to start a small or medium sized tropical fish aquriam.
I don’t want boaring gold fish. I want color from the fish, plants, and rocks. Brite colors.
Why fish should I buy, how many? plants? tank size? water temp? salt water? I’m very confused.
